Government Designated Niigata City is still Fighting to Be a City
Some Niigata residence feel the title of "City' is a promotion by title and not retaining its Niigata Showa Glory Days.
Older people speak about the hustle and bustle of the city and Younger people feel fooled when they travel there to find it not as lively as it once was. Niigata City compares itself to Tokyo City Center

The Mountains and distances create contrasting-regional characteristics, which at one point were connected by the Train-Stations and Trainlines, but as transportation stopped so did much of the celebration of contrasting characteristic regional diversity. When it snows, it's almost impossible to ride a motorcycle or bicycle, until something is invented to help support riding on ice and moving away the snow.  Many discussions from outside the prefecture had stated that there is no unique charm to the food, customs, style, or history, of Niigata and the government response was the spread of awareness of all things Niigata called "Niigataness". 

The Route-Buses are so old looking and feel rustic, it might work for places reflecting Showa era, but for a prefecture known in current era for its Artsy Contemporary works the transportation should reflect that. 

Tokyo was founded on Capitalistic Supremacy and are not ashamed to say so, thus Megacity Supremacists were born seeing national companies, high status and high paid people in Tokyo, and self proclaimed being Cityfolk rather than identifying with their prefecture. Many of them actually have moved from other places that were not large like Tokyo, Osaka, and Fukuoka and Glorify the Tokyo City Center. These Megacity Supremacists seem to have identified themselves by the accomplishments of the City and exclude their way of life from those of the Countrysides contrasts. They had codified people from the Countryside who relocated to Megacity as Country Bumpkins even though they live in the same place. Often times they are unaware of Agri-Technology (agriculture), and will prove it by stating Niigata is Falling-Behind.

Gloomy Atmosphere is everywhere! it needs to be reversed like it use to be its Lively Atmosphere.

(Spring) Endless Cloudy Sky, if people don't get sunlight negative thoughts cloud their mind.
(Winter) Snow Interrupts Everything, the harsh weather conditions starts in Winter and goes throughout Fall and Early-Spring and is not comfortable to live in during the usual humid Summer.

Population Decline, the city feels deserted since 2000s "Niigata Migration Campaign"

People have turned to the underground if they decide to stay making it known outside the prefecture to those who have dealt with the underground to have the reputation as "Underground Capital of Japan".
 

Niigata has been advertised as "Rural Area" and "Countryside" 

There are no Tourist Spots
 

Admiration for Hokuriku Region, it is an undeniable fact that Niigata people have a strong admiration for Hokuriku, however in other parts of the country it is indeed rare for people to admire Hokuriku region. 
 

Niigata City people Driving Manners are very bad, because people Drive around the country for work. Most drivers who are driving for black company job are bad driving manners anyway.

No Places to Play 外で遊ぶ場所, only options are to live-indoors with computer-life
 

No Adult Entertainment Shops

I don't see Beautiful Women from Niigata, so I don't believe they come from Niigata
